GE Mini Refrigerator TAX4 GMR04 The problem seemed to be a bad PTC motor starter, WR07X10029. The PTC resistance was 15.5 Ohms and after disassembling the unit the PTC disk showed degradation of the silver plating at each of the four contacts on one side. I found a new part DA35-10013Q using the compressor model number. The new part measures 4.4 Ohms and seems to work well. I learned that one can not get a good motor start immediately after turning off. The refrigerant pressure needs to bleed down a bit so that the motor doesn't have to start under full load. The PTC goes into high resistance mode after starting and stays there until it cools down enough to reset. This may be the reason an instant restart won't work, or may contribute to the issue. A bad start causes the compressor to oscillate until the overload relay trips, which will disable the compressor until the PTC, pressure load, and over-load relay reset.
